The PM's appearances at the Milan courthouse in recent months have been anything but low-key - Or acts of pure selflessness, experts say.

Berlusconi hoped his presence would serve to win local elections in Milan - But that plan failed, and he hasn't been back to his hearings ever since.

Last Tuesday was the first trial in the “Ruby heart-stealer” case, which went on while the PM was absent on official duty in Romania. It was the same thing on Monday - Absent due to an overcharged schedule and his lawyers have been having great difficulty finding a date that works.

His absence and alleged “stalling tactics” raise questions about the government's “legitimate impediment” decree -

A plan that earns the Premier and top members of parliament immunity from prosecution during their mandate. Berlusconi supporters insist that Italy's image would go to ruins without it.

Bad image or not - the Prime Minister of a G8 country is being accused of corruption, tax fraud and sleeping with a minor. All of which are not related to his role as PM, but with him personally, experts argue. Next June 12th and 13th, Italians will be able to decide for themselves - in a country-wide referendum on the topic.

While the prime minister's high profile hearings continue - with or without his presence in court - It may only be for a short while longer. Italians will speak their positions officially in the country's upcoming referendum as to whether or not everybody - including silvio berlusconi - is equal before the law.
