متن انگلیسی سخنان حداد عادل در یکصد و هفدهمین اجلاس پاییزه اتحادیه بین‏المجالس

 

In the Name of God, the Almighty

 

Distinguished Speakers and Deputies,

H.E. Kazini, Distinguished Chairman,

H.E. Johnson, Distinguished Secretary General,

Ladies and Gentlemen,

 

            I am very please that I could attend an international forum which belongs to all parliaments of the world and, on behalf of my country, speak of the International Inter-parliamentary Union and the United Nations relevant issues and exchange my views with speakers and deputies of other parliaments of the world on various subjects.

 

            Our today world is facing serious and basic challenges with respect to different aspects of the human life. Many countries now are exposed to threats of war, violence, terrorism, poverty, injustice, underdevelopment and contagious diseases. Despite all the progress and growth we have witnessed in different scientific and technological fields the man today, in certain areas, is still suffering from insecurity and various types of threats more than ever before.

 

            Our statistics are indicative of the fact that many people of the world are deprived form basic needs for living. And if we add expansion of domestic wars and conflicts to the deprivation of these people then we can understand the severe pains and short comings the humanity is suffering from. Injustice is one of the unpleasant side effects of the modern world. Unfortunately great part of the huge financial and monetary resources of the world which have been extracted and collected from the resources belonging to the same deprived people have been piled up in developed countries. Global statistics also imply that the economic, social and financial gaps between the developed countries and others are further growing.

 

            On the other hand despite all the threats we have already mentioned we are facing a kind of global integration and understanding of the fact that destiny of all nations of the world is interconnected to each other. Now a threat against a single nation is not any more limited to that nation and its country and it extends to other nations and countries as well. Therefore we can talk about the global security only when we take national and regional security into our account.

 

            People of the today world require cooperation and interaction more than ever before. This cooperation is not considered as merely a positive drive but a pressing need for all of them. Without cooperation among these countries establishment of international justice and security is not realized and this is where the United Nations Organization must shoulder much more responsibilities. In order for this Organization to be able to play its deserved role we all need to exchange our views and make required consultation in favor of its promotion.

 

            Reforms in the UN structure shall be carried out in a  manner which lead to the promotion of fundamental principles governing the international relations as well as to the establishment of sustainable peace and justice. Therefore General Assembly of the UN to which nearly all countries of the world are members and consequently is considered as the most important part of this Organization shall play more significant role in decision making process on important issues of the international community and shall go far beyond its existing status which is mainly a supervisory one.

 

            It is notified that these reforms will be meaningful and comprehensive only when structure of the Security Council also will be reformed accordingly. Structure, composition and performance of the Security Council today are inconsistent with basic democratic norms and values. In the process of reform of structure of the Security Council establishment of democracy within the Security Council and making its performance and methods transparent and up to date is of vital importance. Veto right in the Security Council is contrary to democratic principles and all UN member states shall try to abolish this unacceptable especial privileges which in merely in favor of certain powers. If in the post Second World War period victors of the war considered this right as their preparative, today it has been proved that this right has prevented the Security Council and by  extent the UN from settling numerous regional problems. The best witness to this claim is silence of the UN Security Council vis-à-vis atrocities of the Zionist regime against oppressed Palestinian people and its failure in condemning such heinous crimes because of repeated misuse of the veto right by a single power who misuses this right to its interests. This means that this Council has not been able to help establishment of real peace and security in the world and for the same reason we stress exercise of restriction on the veto right in a drive towards its final elimination.

 

            In addition to the need to reform the UN structure, correction of old approaches of certain big powers is of paramount importance as well. There are certain powers in the world who wish to exercise their absolute control over the world. It is so natural that these powers do not wish to witness promotion of independence and capability of the UN. Whenever they feel that the UN is not moving in favor of their interests they act willfully and independently from the UN trying to dilute role of this organization to just an organization for providing humanitarian aids to victims of wars and their invasion to other territories. It is so fortunate that now the developments inside Iraq are viewed from multilateral point of view and the international community, who has witnessed unpleasant consequences of the policy of unilateralism vis-à-vis Iraq during the recent years, now is actively seeking to play its positive and constructive role with respect to developments inside this country. Promotion of multilateralism in the international relations and prevention of the acts and polices adopted by certain powers with the purpose to tarnish this new approach shall be seriously given high priority by the UN and the Inter-Parliamentary Union.

 

            We believe that today the UN organization with its 62 years old structure is not efficient as expected. In this respect the powerful countries shall also know that the policy of use of force which was previously used by them in order to intervene in internal affairs of other countries under pretext of violation of international rules and regulations is so obsolete. Today relations between countries shall be based upon mutual respect, non-resort to use of force and peaceful settlement of all disputes especially through dialogue. But parliaments as their own part are playing very sensitive and vital role in this respect. This lies in the fact that mandate of all parliaments is based on dialogue, reasoning and use of legal and legitimate norms. I hope through repeated call of all speakers of parliaments and statesmen for avoiding wars and military conflicts and promoting dialogue and understanding we will be able to find and prescribe the most effective  solution to the existing problems to the benefit and not loss of all the people.

            During recent years, we have witnessed the interfering of UN Security Council in the affairs and issues that are under jurisdiction of other organs of the United Nations. This is not acceptable and it will cause damages.

 

          One of the examples in this regard is the attitude of the UN Security Council vis-à-vis the Islamic Republic of Iran's nuclear dossier. The United States of America and its allies under the pretext that some of the issues relating to Iran's peaceful nuclear program had not been resolved   yet. They have tried to take illegally issue from International Atomic Agency to UN Security Council. Then by resorting to alluring and intimidation in UN Security Council, they adopted a few unfair resolutions against Iran's nuclear program. Now that the Islamic Republic of Iran in the continuation of its previous measures for building confidence and also indicating its good intentions has tried to reach an agreement with the Agency with regard to the remaining issues and in this field and has even solved some of the important issues which were under question by the Agency before, they again try to adopt some resolutions against Iran in this regard and the reports in this respect are ignored by them. This occurs because these reports are not in their interests. And they have gone to the extend that criticize the agency and its responsible authorities in this field.

 

            All these attitudes indicate that Iran's nuclear program is only an excuse for depriving Iran from its legitimate right which are recognized by all international conventions and international laws. In addition we can observe that United States of America and its allies use the international mechanisms only when it is possible to use them as a tool for materialization of their goals and objectives.

            It is evident that United Nations is an organization for inter-governmental cooperation, and always in all its resolutions it has emphasized on the role of the parliaments of different members countries in implementation of its decisions. The close cooperation between Inter-Parliamentary Union and United Nations Organization has significant achievements till now. But today the Inter-Parliamentary Union with regard to the current developments in international relations, face greater duty and responsibility. Therefore it should try to play effective role in reforming structure of the United Nations. In this field the cooperation among the parliaments of the member states are considered as very important.

 

            The Islamic Republic of Iran has made great efforts in promoting the role of parliaments in performing their duties. In this regard, along with choosing Iran as a Head of Asian-Parliamentary Union, we have taken practical steps towards enhancement and promotion of parliaments' role of member states. It is an honor for our country to be the host to the  first Meeting of General Assembly of member states of Asian-Parliamentary Union. During this meeting, one day is allocated to the Joint-Conference of Foreign Ministers and Speakers of Asian Parliaments.

 

            On this basis the Islamic Republic of Iran suggests that the Inter-Parliamentary Union holds a joint meeting between Speakers of Parliaments or Minister of Foreign Affairs of the member states, so that to evaluate and assess jointly the measures already taken by the United Nations Organization and at the same time to find its errors and mistakes thus to play effective role in amending process.

 

            Also the Islamic Republic of Iran recommends that a representative from different continents or different regions to be elected by Inter-Parliamentary Union, so that along with president and secretary of union, form a contacting group. This group can consult with UN Secretary General and other decision making authorities in this Organization with regard to the role and position of the Inter-Parliamentary Union, which should not remain only as a observer, and thus to have direct participation in reforming process of UN Organization.
